There may be some connection. I seem to remember the litter-pickers and park-keepers often being very odd people. It may have been the Council having to have a quota of disabled people among their employees. The quota (3% from memory) had gone before everyone decided that was inefficient.

Part of the fly-tipping follows from councils charging for the kind of job that fly-tipping involves. They'd probably be better off doing a deal with Steptoe and Son to collect and sort such stuff.

I agree wholly with this. I live in an urban neighbourhood and have had to give up trying to just keep the small road I live in in a reasonable state. It's become impossible. The sheer volume of fly tipping, littering, rubbish and neglect is just too huge. It's like trying to hold back the tide and I feel the council don't care. Everywhere we go with our dog there's dog poo or poo bags that bad owners are too lazy to pick up. It is so depressing. The people who do it are never punished either.
