I've said it before but the UK could do well if it transplanted every competence and tax raising power that exists in the Cantons and the States to local authorities. If Bradford has a different view on protected buildings to Historic England then feck Historic England.

You didn't mention that many of the half empty office buildings in the secondary northern cities and towns will almost certainly be repurposed as residential accommodation, predominantly but not wholly to house refugees and asylum seekers.
Nor the significant influence of planning officers and in many cases elected councillors, making key decisions without any real knowledge of the real estate sector and the effect of those decisions on the market, a case of the blind leading the blind?
