If Govt got out of the way and left it to the private free market sector - where all the things mentioned used to be, the market would find solutions. NIMBYS - very rich and influential ones - existed too when the inland waterways and railways were being built - but they still got built. Govt does what serves political interests, the private sector does what serves consumer interests - the only way they can get investment and make profit.
