But do the Conservatives in government, central office, SpAds etc care about this? My impression is that most of them would rather be Lib Dem-ish and lose than to be a party of smaller government and win.

The important benefit of ‘the car’ is the individual freedom that comes with greater mobility. It extends the range for working, schooling, living, leisure. I grew up in a village in the 1950s/60s where 99% were born, schooled, worked, shopped, married, and died within about two square miles. Lots of places like this - the original 15 minute villages/towns. Holidays were two or three day trips to the sea-side per year. This is why they want rid of the car, to trap us in ghettos. The ‘beauty’ of ghettos, is those who rule only need guard the perimeter to control what and who goes in, what and who comes out. What happens inside they don’t have to worry about. The Nazis dud thus to the Jews in the 30s/40s.
